HAWAII STATE PTSA's
2006 ANNUAL LEGISLATIVE CONFERENCE

The Hawaii State PTSA Legislative Program is the primary authority for action taken by Hawaii State PTSA on state legislation and regulations.Our legislative platform -- resolutions, position statements, and priorities -- is guided by and must have a relationship to the Purposes of the National PTA, specifically, those related to securing adequate laws for the care and protection of children and youth.

Definitions

Legislative Platform - broad statements that define the fields of legislation within the scope of the National PTA or Hawaii State PTSA programs.Our legislative platform is approved by delegates at the Hawaii State PTSA annual convention or Hawaii State PTSA Board of Directors and forms the framework around which legislative activities are developed.

Resolutions – having legislative intent, may be submitted by any individual PTA member, local PTA unit, or region to the state legislative committee for consideration and are presented to delegates at the Hawaii State PTSA annual convention for approval.Resolutions must then be ratified by the State Board of Directors in order for them to become position statements of the organization.  Visitors with access may view and download all current and retired resolutions of the Hawaii State PTSA in the members area of our website at http://hawaiiptsa.org/members/index.html.

Position Statements - statements about current issues and PTA concerns developed by board committees and adopted by the Board of Directors.Position Statements include background information & rationale.  Visitors with access may view and download all current position statements of the Hawaii State PTSA in the members area of our website at http://hawaiiptsa.org/members/index.html.

Legislative Priorities - focus on issues of current concern and are established by attendees at our annual state legislative conference.They may be proposed by any member of the Hawaii State PTSA, the Legislative Committee, other committees or individual board state members.Legislative priorities are adopted by the Board of Directors annually.


When it is necessary to take a legislative stand on any issue, the following steps are followed by the Legislative Committee:

  1. Relationship of the issues to the Purposes of the PTA is determined
  2. Current policy statements, State and National resolutions, position statements and State and National legislative directives are reviewed to determine if there is a basis for action on the issue
  3. Historical records of resolutions, positions statements, legislative directives and activity of the PTA are reviewed if no current position is determined

The annual Hawaii State PTSA Legislative Conference provides training on state legislative issues that will affect children. Developing PTA legislative programs and information on current issues before the state legislature are discussed. Specific priorities, based on our legislative platform, resolutions, and position statements, are recommended to the Legislative Committee by attendees.
